Organization Details
The Merah Putih Initiative (TMPI) is an independent and non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.
As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance. TMPI exists to help close these gaps and strengthen how policy intent translates into credible development outcomes in Indonesia.
The Opportunity
We are seeking a Project Expert with expertise or familiarity in Operations Standards and Quality Assurance to join TMPI’s growing District Labs under Education Impact Area, the arm dedicated to supporting government counterparts in delivering credible policy execution of Indonesia’s national priority programs.
This is a rare opportunity to help a newly launched national education program deliver the same quality across many locations, by building operating standards, service procedures, and performance indicators that work within public governance. This role is ideal for operations and public service professionals who understand how government works, thrive in complex, high-stakes environments, have a problem-solving mindset, and are passionate about turning standards into everyday practice in educational institutions.
Key Responsibilities
Complaint Reporting & Handling Procedures
- Map complaint handling practices across educational units through structured consultation with school leaders and staff.
- Develop an SOP for complaint reporting and handling, covering standard issue categories, responsible units, handling time limits, and escalation rules.
- Prepare recommendations on reporting channels for leadership decisions, outlining the management implications of each option.
Facility Standards & Performance Indicators
- Set minimum standards for cleanliness, safety, learning facilities, and laboratory readiness, together with measurable performance indicators.
- Develop inspection checklists and findings report templates with clear follow-up actions and timelines.
- Where agreed, extend the standards to support services such as student transport and, where data allow, summarize indicators in a simple monitoring dashboard.
Public Governance & Formal Adoption
- Draft SOPs in line with the government guideline for administrative SOPs (SOP AP) and official correspondence standards.
- Map the authority of the central directorate and of schools as technical implementing units, so that every standard has a clear owner and implementer.
- Prepare documents in a form ready for formal adoption through the partner ministry’s official mechanisms.
Experience & Qualifications
Professional Experience – Expert
Role focus: Lead the development of operating standards, service procedures, and performance indicators that can be formally adopted and implemented within governmental governance.
- Master’s degree with at least 5 years of experience, or bachelor’s degree with at least 10 years of experience, in public service operations, facility or asset management, quality assurance, or public administration.
- Field of engineering, architecture, management, public administration, or related fields.
- Solid understanding of how government works, including government SOP drafting, official correspondence, and the division of authority between central units and technical implementing units.
- Experience developing SOPs or service standards within government agencies is highly preferred; experience managing school or public facilities is a strong advantage.
Technical Expertise
- Working knowledge of government SOP and service standard frameworks, and of public service governance in Indonesia.
- Ability to design practical KPIs, inspection tools, and reporting templates that schools can actually run.
- Strong consultation and facilitation skills with schools and government units.
- Excellent report writing, presentation, and stakeholder engagement skills in Bahasa Indonesia and English; proficiency in PowerPoint.
- Willingness to travel occasionally within Indonesia.
What We Offer
- Opportunity to strengthen policy delivery of Indonesia’s national priority programs.
- Direct engagement with senior government officials and passionate leadership committed to Indonesia’s development.
- Competitive compensation commensurate with experience.
- Growth opportunity as TMPI expands.
