The Merah Putih Initiative (TMPI) is a non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.
As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance.
TMPI exists to close these gaps and strengthen how policy intent translates into credible development outcomes.
The Opportunity
We are seeking a Head of Policy Labs to join our leadership team and lead the development of innovative, evidence-based policy initiatives within TMPI. This is a rare opportunity to shape TMPI’s policy research, experimentation, and stakeholder engagement strategy from day one, including collaborating with government bodies and officials and working directly with senior leadership to design practical and impactful policy solutions for Indonesia’s most pressing challenges.
This role is ideal for a strategic policy professional who thrives in ambiguity, has an entrepreneurial mindset, and is passionate about translating ideas, research, and crosssector collaboration into tangible public impact across Indonesia.
Key Responsibilities
- Lead the design and implementation of policy research, experimentation initiatives, and innovation programs aligned with national development priorities.
- Develop evidence-informed policy recommendations, strategic frameworks, implementation models, and scalable interventions to address complex policy challenges.
- Conduct policy analysis, benchmarking studies, stakeholder mapping, and policy impact assessments across priority sectors.
- Translate research findings, policy ideas, and cross-sector insights into practical and actionable policy solutions for public impact.
- Build and maintain relationships with government institutions, policymakers, academics, civil society organizations, and strategic partners.
- Facilitate policy dialogues, workshops, consultations, and multi-stakeholder engagement initiatives.
- Support leadership and Lead Impact Narrative Strategy in navigating public policy priorities and strategic government engagement.
- Produce policy briefs, white papers, strategic reports, and public-facing policy content.
- Strengthen TMPI’s role as a credible and solutions-oriented policy institution.
- Support the development of long-term institutional policy strategies and public engagement initiatives
Experience & Qualifications
- Minimum 7 years of progressive experience in public policy, government affairs, policy research, regulatory affairs, public sector consulting, think tanks, academia, or related fields, with at least 2-3 years of experience leading teams, managing projects, or supervising policy and research initiatives.
- Preferred education: minimum master degree (PhD preferred) in Public Policy, Economics, Political Science, Law, Development Studies, Public Administration, or related fields.
- Demonstrated experience conducting policy research, policy analysis, and developing evidence-based recommendations for decision-makers.
- Experience engaging with government institutions, policymakers, development partners, academia, or other relevant stakeholders.
- Strong understanding of Indonesia’s public policy, regulatory, and governance landscape.
- Strong analytical and research skills, including qualitative and quantitative policy analysis.
- Ability to synthesize complex information and translate research findings into practical and actionable policy recommendations.
- Excellent report writing, policy drafting, and presentation skills.
- Strong project management and stakeholder engagement capabilities.
- Excellent communication and facilitation skills in both Bahasa Indonesia and English.
- Proficiency in Microsoft Office and Google Workspace applications.
