Organization Details
The Merah Putih Initiative (TMPI) is an independent and non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.
As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance. TMPI exists to help close these gaps and strengthen how policy intent translates into credible development outcomes in Indonesia.
The Opportunity
We are seeking a Project Expert, Project Manager, and Project Analyst with expertise or familiarity in Finance & Risk Management to join TMPI’s District Labs, the arm dedicated to supporting government counterparts in delivering credible policy execution of Indonesia’s national priority programs.
This is a rare opportunity to strengthen financial governance, internal control, and risk management systems of a national priority program to ensure value for money in policy implementation. This role is ideal for auditors, accountants, and risk professionals who thrive in complex, high-stakes environments, have a problem-solving mindset, and are passionate about building government integrity and public trust.
Key Responsibilities
Financial Governance, Disbursement & Accountability
- Design and strengthen end-to-end financial governance for large-scale government assistance disbursed to thousands of implementing partners, from budgeting and fund transfer to reporting, reconciliation, and year-end closing.
- Build disbursement and accountability mechanisms that ensure funds reach the point of service on time, while every transaction remains fully documented, verifiable, and audit-ready.
- Develop unit-cost models and cost-structure analyses that establish the real cost of service delivery, ensuring budgets are directed to core service components rather than overhead, rent, or intermediary margins.
- Ensure that expansion and capacity decisions are backed by demand, cost, and value-for-money analysis to prevent budget overruns and wastage.
Procurement Integrity & Due Diligence
- Review and strengthen procurement processes, including needs assessment, owner’s estimates (HPS), price benchmarking, and vendor selection, to prevent mark-ups and the procurement of non-essential goods.
- Design transparent, criteria-based selection, verification, and validation processes for implementing partners, including beneficial ownership checks and conflict-of-interest screening.
- Establish conflict-of-interest declarations, segregation of duties, and approval matrices that prevent excessive concentration of authority in a single function.
Risk Management, Internal Control & Audit Readiness
- Develop the risk management framework, fraud risk assessment, and risk registers in line with the Government Internal Control System (SPIP).
- Design continuous monitoring and data analytics to detect red flags, such as fictitious transactions, duplicate claims, inflated volumes, and unusual pricing patterns.
- Lead audit readiness and the follow-up of findings and recommendations from external auditors and oversight institutions, including the preparation of supporting documentation and responses.
- Strengthen whistleblowing and complaint-handling mechanisms to ensure irregularities are reported, investigated, and resolved promptly.
