Organization Details

The Merah Putih Initiative (TMPI) is an independent and non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.

As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance. TMPI exists to help close these gaps and strengthen how policy intent translates into credible development outcomes in Indonesia.

The Opportunity

We are seeking a Project Expert and Project Analyst with expertise or familiarity in Public Sector Finance & Government Accounting to join TMPI’s growing District Labs under Education Impact Area, the arm dedicated to supporting government counterparts in delivering credible policy execution of Indonesia’s national priority programs.

This is a rare opportunity to bring financial clarity to a newly launched national education program, from standardized financial records to unit-cost analysis, so that policy decisions rest on reliable numbers. This role is ideal for public finance professionals who know how money actually moves through government systems, thrive in complex, high-stakes environments, have a problem-solving mindset, and are passionate about turning raw government financial data into insight for better policy.

Key Responsibilities

Financial Recording Standards

  • Develop uniform financial recording formats and templates for partner schools that link to, rather than replace, the state financial system.
  • Prepare filling guidelines and refine them through consultation with school finance officers.
  • Define the financial indicators that can be monitored once the templates are in use.

Government Financial Data Processing & Analysis

  • Process raw budget realization data by account from government financial systems into clean, analyzable datasets.
  • Develop financial indicators such as operating cost per student and spending composition across schools, with transparent derivation methods.
  • Translate findings into clear policy input for directorate leadership.

Operational Data Support

  • Process the data needed for operational performance indicators of partner schools.
  • Support a simple monitoring dashboard where data and tools allow.
Experience & Qualifications

Professional Experience – Expert

Role focus: Lead financial recording standards and analysis, serve as the finance advisor to government counterparts, and ensure every analysis is grounded in how government finance actually works.

Master’s degree with at least 5 years of experience in public financial management, government accounting, public sector audit, or financial analysis.

  • Master’s degree in Accounting, Economics, Finance, Statistics, Public Policy or related fields.
  • Required: strong command of government accounting and public financial management processes, including the budget cycle (DIPA, RKA-K/L, POK), the standard chart of accounts, payment mechanisms (UP, GU, LS, SPM, SP2D), government financial applications such as SAKTI, and budget realization reports.
  • Experience in a ministry or agency work unit, a public service agency (BLU), or public sector audit is highly preferred.
  • Experience calculating unit costs of public services, particularly in education, is a strong advantage.

Professional Experience – Analyst

Role focus: Clean, reconcile, and process government financial and operational data, and prepare working files and analyses that underpin the Expert’s recommendations.

  •     2–4 years of experience in government finance administration, accounting, or financial data analysis.
  •     Bachelor’s degree in Accounting, Finance, Economics, Statistics, or related fields.
  •     Strong Excel skills; hands-on experience with government financial applications or documents (e.g., SAKTI, SPM, SP2D) is highly preferred, and data tools (e.g., SQL, Python, Power BI) are an advantage.

Technical Expertise (All Levels)

  • Strong understanding of Indonesia’s state finance regulations and Government Accounting Standards (SAP), including how school-level spending is recorded in government systems.
  • Ability to read and work with government financial data as it is, including realization reports by account.
  • Strong cost analysis, data cleaning, and financial modeling skills for assessing value for money.
  • Working knowledge of the Government Internal Control System (SPIP) and audit readiness is an advantage.
  • Excellent report writing and presentation skills, with the ability to explain numbers clearly to non-technical decision makers in both Bahasa Indonesia and English.
  • Willingness to travel  occasionally across regions in Indonesia.
What We Offer
  • Opportunity to strengthen policy delivery of Indonesia’s national priority programs.
  • Direct engagement with senior government officials and passionate leadership committed to Indonesia’s development.
  • Competitive compensation commensurate with experience.
  • Growth opportunity as TMPI expands.
