Organization Details

The Merah Putih Initiative (TMPI) is an independent and non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.

As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance. TMPI exists to help close these gaps and strengthen how policy intent translates into credible development outcomes in Indonesia.

The Opportunity

We are seeking an Administration Support Officer experienced in Project Management Office (PMO) Management to join TMPI’s District Labs under Education Impact Area, the arm dedicated to supporting government counterparts in delivering credible policy execution of Indonesia’s national priority programs.

This is a rare opportunity to strengthen a national priority program operating at scale in Indonesia. This role is ideal for PMO professionals who thrive in complex, high-stakes environments, have a problem-solving mindset, and are passionate about education policy delivered at national scale; ensuring that rapid expansion is matched by consistent quality, clear accountability, and measurable outcomes.

Key Responsibilities

Governance, Filing & Programme Record Management

  • Implement standardized correspondence templates and an official filing system compliant with ministry procedures.
  • Partner with the Programme Coordinator to build and maintain the programme record system, tracking decision logs, event timelines, issue logs, and good practice highlights.
  • Retroactively trace and archive records from the school year start, authoring record-keeping guidance for team members and ministry counterparts.
  • Track deliverables, deadlines, and follow-up actions across all workstreams to support executive decision-making.

Logistics, Event Coordination & Travel Management

  • Oversee travel arrangements for field trips (including assignment letters, travel bookings, expense vouchers, and receipts) strictly adhering to government standard cost rules (SBM).
  • Lead administrative setup for workshops, public discussions, weekly coordination meetings, and monthly team assemblies (managing invitations, rosters, meeting notes, and action logs).
  • Manage expert and speaker honoraria in coordination with the finance team, ensuring complete tax documentation (PPh 21/23).

Financial Accountability, Compliance & Reporting

  • Prepare audit-ready accountability files for each payment stage, consolidating evidence of outputs, progress reports, and proof of expenditure.
  • Synthesize inputs across all four workstreams into standardized monthly progress reports and periodic government reporting templates.
  • Compile records, figures, and data annexes for the annual programme report, delivering the final complete archive and audit-ready files to the ministry.
  • Map existing systems, applications, data flows, and technology contracts across the program.
  • Assess each system’s fitness for purpose, overlap, integration gaps, and total cost of ownership, and identify where duplication creates inefficiency or data inconsistency.
Experience & Qualifications

Professional Experience

Role focus: Help manage project milestones and deliverables on time and up to government bureaucratic standards.

  • Minimum 3 years in programme or project administration, exposure in the education sector and experience working with or within government institutions are  preferred.
  • A bachelor’s degree in public administration, management, accounting, education or a related field.
  • Working knowledge of government administration, including official correspondence, official travel, the standard input cost rules (standar biaya masukan) and accountability for activities funded through the APBN or APBD.
  • Strong spreadsheet skills (pivot tables, lookups, data validation) and experience managing documents in Google Workspace or Microsoft 365 and establishing monitoring dashboards.
  • Careful, organised and trustworthy with sensitive documents.
  • Basic knowledge of tax on honoraria (PPh 21 and PPh 23).
  • Experience supporting audits by internal government auditors or BPK.
  • Excellent report writing, presentation, and stakeholder engagement skills both in Bahasa Indonesia and English.
What We Offer
  • Opportunity to strengthen policy delivery of Indonesia’s national priority programs.
  • Direct engagement with senior government officials and passionate leadership committed to Indonesia’s development.
  • Competitive compensation commensurate with experience.
  • Growth opportunity as TMPI expands.
